This houses the 18,200 residents of Southern Keiritsu, including members of the Rare Hunters.

Since the takeover of the Rare Hunters, the merchandising and retail businesses have been forced to close, and been replaced with petty crime houses for things like prostitution and gambling. The center of the city used to hold a beautiful fountain, but has since been replaced with a dueling arena built by the Rare Hunters as a way to extort others for their rarest cards.
